Guillermo Villanueva, P.E.

Mr. Villanueva has specialized in Construction, Engineering, Inspection, and Project
Management of transportation projects, residential projects, and entrepreneurial projects for 17years. He has worked on a variety of roadway, bridge and heavy civil construction projects in various states. He has successfully worked as an estimator for a heavy civil company in the State of Indiana. His unique attention to detail and professionalism showed comprehensively when he worked as Project Engineer for a full-service construction firm in Tampa, Florida and as a Project Manager & VP of Operations for a local Miami Dade County Engineering contractor. Due to the aforementioned experiences, Mr. Villanueva has embarked in the entrepreneurial journey of starting his own business in the Heavy Civil Construction Industry. Mr. Villanueva is experienced with Project Primavera P6, Microsoft Project, SureTrak, Viewpoint, AutoCAD, BlueBeam Revu, and HCSS. He is fluent in English and Spanish. This wide range of experience has taught Mr. Villanueva to work in a team environment or individually and has given him unique insights and knowledge that enable him to be a quick thinker/learner when challenges arise on a project.

Performs forensic evaluations of buildings and structures to evaluate cause and origin of

05/2018 – 03/2019: Eisman and Russo Consulting Engineers Wiles Road from East of Rock Island to West of Riverside Drive, Broward County, Florida for Broward County Public Works and Engineering Division– Project Administrator.

This $7.6 MM project widens Wiles Rd from West of Riverside Drive to East of Rock Island
Road. This project consists of widening, milling & resurfacing, sidewalks, L walls, gravity walls, drainage improvements and mast arms. As a project administrator, Mr. Villanueva performed contract administration management, supervised support staff including Office Manager, Compliance Officer, and Secretary, directed and assigned tasks to inspectors, made technical decisions, reviewed monthly project schedules, monitored construction progress to ensure compliance with contract documents, generated DRB hearing position papers, rebuttals and presentation for multiple issues, reviewed change orders and performed Utility/Contractor coordination.

03/2016 – 07/2018: Eisman and Russo Consulting Engineers SR 93 (I-75 Express Segment D) From South of Sheridan Street to North of Griffin Road, Broward County, Florida for FDOT District 4 – Project Administrator.

This $85MM project consist of the construction of express lanes (2 northbound and 2
southbound) in the median area of I-75 including demucking all areas to cap rock, 8,700 LF of(888) 284-3049 www.OmegaForensic.com 3 sound walls, major drainage, pond excavation for new retention basins, new ITS and two (1) Tolling Equipment Site and utilizing the excavated material for embankment on the project. Mr. Villanueva was the Project Administrator and as such he ensured and properly performed contract administration management. He supervised support staff including Office Manager,
Compliance Officer and Professional Assistant. He also supervised field inspectors and provided technical assistance. He analyzed and administered the Schedule of Values monthly to assure detailed breakdown and payment of specialty items such as the new Toll facilities, ITS, and HUB building. Mr. Villanueva prepared/processed Supplemental Agreements, Change Orders, Submittals, RFI’s, RFC’s and DCE Memo implementation. Furthermore, he reviewed Daily Work Reports and managed the complete material acceptance process in FDOT’s Material Acceptance and Certification System (MAC).

02/2015 – 03/2016: SEMA Construction, Inc. Veterans Expressway Widening,
Hillsborough County, Florida for FDOT District 7 – Project Engineer.

Mr. Villanueva was the Project Engineer for this $47 million design-build project He was
responsible for managing and preparing Change Orders. He was in charge of reviewing and
processing permanent material orders, monthly invoices, and tracked daily production, labor, and equipment. He prepared and submitted monthly pay applications, attended progress meetings owner agencies. Mr. Villanueva worked closely with Superintendents to manage changes in project scope while mitigating challenging issues and attended budget review meetings with company management. He performed project site visits consistently to monitor construction progress. He coordinated and held weekly meetings with subcontractors.

05/2014 – 02/2015: White Construction, Vermillion County, Indiana – Project Estimator.

Mr. Villanueva was lead estimator and worked on bid packages for projects in the states of
Indiana, Wisconsin, and Illinois. He was responsible for quantity take-offs, reviewing bids
submitted by subcontractors and suppliers. Mr. Villanueva worked on a variety of bid packages that included Design-Build & Design-Bid-Build contracts.

07/2012 – 05/2014: EPECO, S.A.S., Santo Domingo, Dominican Republic – General
Manager.

As the general manger, Mr. Villanueva was responsible for setting and staying within the budget, inventory management, planned and delegated day to day operations, coordinated and monitored sales staff, responsible to encourage and maintain a positive work environment, and performed project site visits to ensure customers were satisfied with equipment and employee performance.

07/2009 – 07/2012: ATTECO, S.A., Santo Domingo, Dominican Republic – Procurement
Manager.

As the procurement manger, Mr. Villanueva was responsible for researching technical data of equipment before purchasing, creating a database of purchases and suppliers, creating a database of specialty equipment, performed inventory management, and responsible for establishing commercial relationships with local and international suppliers.

11/2007 – 04/2008: SEMA Construction, Orlando, FL – Structures Field Engineer.

This $55 MM project widened the I-4 corridor from 2 lanes to 3 lanes, 3 bridges (1 concrete I
beams, 1 structural steel I beams, 1 post tensioned I beams), MSE walls, and drainage improvements. As a structures field engineer, Mr. Villanueva performed the following tasks; implemented and maintained all document control, maintained drawings and revisions,
scheduled subcontractors and material deliveries in conjunction with superintendents, prepared, reviewed, and submitted all RFI´s, received, organized, and reviewed all submittals and shop drawings, ensured compliance with field personnel for all plans and specifications, prepared and submitted all pay estimates, and tracked daily production (quantity tracking, labor, & equipment).

02/2007 – 11/2007: Superior Construction, Jacksonville, FL – Project Coordinator – Beach Blvd and Kernan Blvd Overpass. $33MM.

Project consisted of a new bridge 550 LF long with structural steel girders and post tensioned concrete caps, square concrete piles, MSE walls, box culverts and drainage improvements. As a project coordinator, Mr. Villanueva was responsible for the following duties; implemented and maintained all document control, maintained drawings and revisions; created and maintained all project logs, scheduled subcontractors and material deliveries in conjunction with superintendents, prepared, reviewed, and submitted all    RFI’s, issued contracts/purchase orders for subcontractors and suppliers, received, organized, and reviewed all submittals and shop drawings, ensured compliance with field personnel for all plans and specifications, prepared andmsubmitted all pay estimates, tracked daily production (quantity tracking, labor, & equipment), and monitored maintenance of traffic (MOT) requirements daily.

06/2005 – 02/2007: APAC Southeast Inc., Miami, FL – Field Engineer – SR 826 Palmetto
Expressway. $86MM.

This $86 MM project widened the Palmetto Expressway from South of SW 24 St to North of SW 8 ST. The project consisted of soundwalls, MSE walls, bridge widenings with square concrete piles and drill shafts, flat slab bridges, pedestrian bridge, drainage improvements, box culverts, and bulkheads with sheets piles. As a field engineer, Mr. Villanueva conducted daily safety and quality inspections, tracked daily production (quantity tracking, labor, & equipment), scheduled and procured materials, scheduled and coordinated subcontractors, prepared structures related RFI´s for submittal, prepared 3 week look ahead schedule, received and reviewed all structures submittals and shop drawings, maintained drawings and revisions and ensured field staff was in compliance with the most current set.
